An inter-regional agreement is a public establishment that brings together several regions with a continuous territory. An interregional agreement may associate an island region or the territorial collectivity of Corsica with one or more neighbouring regions.
The interregional agreement is created by decree in the Conseil d’Etat following concordant deliberations by the regional councils and possibly the Assembly of Corsica, and following the opinion of the regional economic, social and environmental councils. The decision establishing the agreement determines its headquarters.
A region may join several agreements. In this case, it shall define by agreement with each of these agreements the competences that the latter exercise over all or part of its territory, provided that the same competence, over the same part of this territory, is delegated to only one agreement. These agreements are approved by each agreement to which the region concerned belongs. They are forwarded to the representative of the State at the headquarters of each of these agreements and to that of the region concerned.
