Article L5621-2 of the French General Code of Local Authorities

The interregional agreement is administered by a council made up of delegates from the regional councils elected by proportional voting with the highest average. Lists of candidates may include fewer names than seats to be filled. The founding decision determines the number of members and the distribution of delegates between each regional council.

The council settles matters falling within the remit of the interregional agreement by its deliberations.

It elects by proportional voting with the highest average a permanent commission renewed after each renewal of this council. It may delegate to the standing committee some of its powers with the exception of those relating to the budget and accounts.

The Council adopts its rules of procedure under the conditions set out in article L. 4132-6.

The other rules relating to the operation of the council and the standing committee as well as those relating to the execution of their deliberations are those laid down for the regions.

The economic and social councils of the member regions of the inter-regional agreement may be asked, on the initiative of the president of the agreement, for opinions and studies on any economic, social or cultural project within the area of competence of the agreement. They may also issue opinions on any matter falling within the remit of the inter-regional agreement.

L’entente interrégionale est administrée par un conseil composé de délégués des conseils régionaux élus au scrutin proportionnel à la plus forte moyenne. Les listes de candidats peuvent comporter moins de noms que de sièges à pourvoir. La décision institutive détermine le nombre de membres et la répartition des délégués entre chaque conseil régional.

Le conseil règle par ses délibérations les affaires relevant de la compétence de l’entente interrégionale.

Il élit au scrutin proportionnel à la plus forte moyenne une commission permanente renouvelée après chaque renouvellement de ce conseil. Il peut déléguer à la commission permanente une partie de ses attributions à l’exception de celles qui ont trait au budget et aux comptes.

Le conseil arrête son règlement intérieur dans les conditions fixées à l’article L. 4132-6.

Les autres règles relatives au fonctionnement du conseil et de la commission permanente ainsi que celles relatives à l’exécution de leurs délibérations sont celles fixées pour les régions.

Les conseils économiques et sociaux des régions membres de l’entente interrégionale peuvent être saisis, à l’initiative du président de l’entente, de demandes d’avis et d’études sur tout projet à caractère économique, social ou culturel du domaine de compétence de l’entente. Ils peuvent en outre émettre des avis sur toute question entrant dans les compétences de l’entente interrégionale.
