Article L5621-4 of the French General Code of Local Authorities

The interregional agreement exercises the competences listed in the founding decision on behalf of the member regions. It ensures the coherence of the programmes of the member regions.As such, it may conclude plan contracts with the State in place of the regions that make it up, within the limits of the competences that have been transferred to it.

The interregional agreement replaces the institutions of common utility grouping the member regions and defined by article L. 5611-1. These institutions are automatically dissolved.

L’entente interrégionale exerce les compétences énumérées dans la décision institutive au lieu et place des régions membres. Elle assure la cohérence des programmes des régions membres.A ce titre, elle peut conclure avec l’Etat des contrats de plan au lieu et place des régions qui la composent, dans la limite des compétences qui lui ont été transférées.

L’entente interrégionale se substitue aux institutions d’utilité commune groupant les régions membres et définies par l’article L. 5611-1. Ces institutions sont dissoutes de plein droit.
