Article L5912-1 of the French General Code of Local Authorities

The Congress of Departmental and Regional Elected Representatives and Mayors meets at the request of the General Council or Regional Council, on an agenda determined by deliberation taken by a majority of the votes cast by the members of the assembly.

The notice convening the meeting is sent to the members of the Congress of Departmental and Regional Elected Representatives and Mayors at least ten clear days before the day of the meeting. It is accompanied by a report on each of the items on the agenda.

The congress of elected departmental and regional representatives and mayors may not meet when the general council or regional council is in session.

Le congrès des élus départementaux et régionaux et des maires se réunit à la demande du conseil général ou du conseil régional, sur un ordre du jour déterminé par délibération prise à la majorité des suffrages exprimés des membres de l’assemblée.

La convocation est adressée aux membres du congrès des élus départementaux et régionaux et des maires au moins dix jours francs avant celui de la réunion. Elle est accompagnée d’un rapport sur chacun des points inscrits à l’ordre du jour.

Le congrès des élus départementaux et régionaux et des maires ne peut se réunir lorsque le conseil général ou le conseil régional tient séance.
