A Secretary General is appointed by order of the Minister for the Economy, on the recommendation of the Chairman of the Autorité de contrôle prudentiel et de résolution.
A first deputy secretary general, under the authority of the first deputy secretary general, is appointed by the chairman of the Autorité, after receiving the assent of the vice-chairman and approval by the ministers responsible for the economy, social security and mutual insurance. The first Deputy Secretary General will have insurance or banking experience that complements that of the Secretary General.
Acting on a proposal from the Secretary General, the AMF Board of Supervisors decides on the organisational principles of the departments, lays down the ethical rules applicable to staff and establishes the general framework for the recruitment and employment of staff in compliance with the provisions applicable to statutory employees and civil servants.
The Secretary General organises and directs the Authority’s departments. He may be delegated by the Chairman of the Authority to make appointments to posts in the Authority’s departments.
The Secretary General may receive a delegation of powers from the Supervisory Board, subject to conditions and limits set by decree in the Conseil d’Etat.
