Article L614-14 of the French Code governing the entry and residence of foreign nationals and the right of asylum

If the foreign national is detained, he/she shall be informed in a language he/she understands, as soon as the decision imposing an obligation to leave French territory is notified, that he/she may, even before his/her application is lodged, ask the president of the administrative court for the assistance of an interpreter as well as counsel.

En cas de détention de l’étranger, celui-ci est informé dans une langue qu’il comprend, dès la notification de la décision portant obligation de quitter le territoire français, qu’il peut, avant même l’introduction de sa requête, demander au président du tribunal administratif l’assistance d’un interprète ainsi que d’un conseil.
