The medical project and the nursing, re-education and medico-technical care project define, each in the fields it covers, the strategic objectives for the development of the organisation of care pathways, medical operations and medico-technical resources to meet the health needs of the population. The medical project and the nursing, re-education and medico-technical care project take into account changes in care strategies, particularly therapeutic strategies.

They also define the objectives for improving the quality and safety of care and patient pathways.

In university hospital centres, they include the link with the strategic objectives for health research and training, in conjunction with the directors of the medical, pharmaceutical and odontological training and research units.

In accordance with the shared medical project referred to in 1° of II of article L. 6132-2 and the shared nursing, rehabilitation and medico-technical care project, they define the links between care pathways and networks with other healthcare establishments, private healthcare professionals, in particular those practising within the coordinated practice arrangements referred to in articles L. 1411-11-1 or L. 1434-12, and social and medico-social establishments.

The medical project includes a section on “palliative activity of the internal divisions or structures”. The medical project and the nursing, re-education and medico-technical care project include the establishment’s internal departments or structures within which palliative care is provided. It specifies the measures to be taken in application of the provisions of the multi-annual contract mentioned in articles L. 6114-1 and L. 6114-2.

Le projet médical et le projet de soins infirmiers, de rééducation et médico-techniques définissent, chacun dans les domaines qu’il recouvre, les objectifs stratégiques d’évolution de l’organisation des filières de soins, du fonctionnement médical et des moyens médico-techniques permettant de répondre aux besoins de santé de la population. Le projet médical et le projet de soins infirmiers, de rééducation et médico-techniques prennent en compte l’évolution des stratégies de prise en charge, notamment thérapeutiques.

Ils définissent également les objectifs d’amélioration de la qualité et de la sécurité de la prise en charge et des parcours des patients.

Dans les centres hospitaliers universitaires, ils comprennent l’articulation avec les objectifs stratégiques en matière de recherche en santé et de formation, en lien avec les directeurs des unités de formation et de recherche médicale, pharmaceutique et odontologique.

Ils définissent, en conformité avec le projet médical partagé mentionné au 1° du II de l’article L. 6132-2 et avec le projet de soins infirmiers, de rééducation et médico-techniques partagé, l’articulation des parcours et des filières de soins avec les autres établissements de santé, les professionnels de santé libéraux, notamment ceux exerçant au sein des dispositifs d’exercice coordonné mentionnés aux articles L. 1411-11-1 ou L. 1434-12, et les établissements sociaux et médico-sociaux.

Le projet médical comprend un volet “activité palliative des pôles ou structures internes”. Le projet médical et le projet de soins infirmiers, de rééducation et médico-techniques comprennent les pôles ou structures internes de l’établissement au sein desquels sont dispensés des soins palliatifs. Il précise les mesures qui doivent être prises en application des dispositions du contrat pluriannuel mentionné aux articles L. 6114-1 et L. 6114-2.
