Article L622-4 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The administrative authority may revoke the driving ban provided for in article L. 622-1 at any time.
When the foreign national applies to have the driving ban revoked, his application is only admissible if he can prove that he has been residing outside France for at least one year. This condition does not apply:
1° During the time when the foreign national is serving a firm prison sentence in France;
2° When the foreign national is subject to a house arrest measure taken pursuant to articles L. 731-1 or L. 731-3.

L’autorité administrative peut à tout moment abroger l’interdiction de circulation prévue à l’article L. 622-1.
Lorsque l’étranger sollicite l’abrogation de l’interdiction de circulation, sa demande n’est recevable que s’il justifie résider hors de France depuis au moins un an. Cette condition ne s’applique pas :
1° Pendant le temps où l’étranger purge en France une peine d’emprisonnement ferme ;
2° Lorsque l’étranger fait l’objet d’une mesure d’assignation à résidence prise en application des articles L. 731-1 ou L. 731-3.
