Article L6321-19 of the French General Code of Local Authorities

Any person has the right to request access to the deliberations and minutes of public meetings of the territorial council, the deliberations and acts of the executive council, the budgets and accounts of the local authority, as well as the decrees of the president of the territorial council.

Each may publish them under its own responsibility.

The communication of the documents mentioned in the first paragraph, which may be obtained both from the president of the territorial council and from the decentralised departments of the State, takes place under the conditions provided for by article L. 311-9 of the Code des relations entre le public et l’administration.

This article applies to the local authority’s public administrative establishments.

Toute personne a le droit de demander communication des délibérations et procès-verbaux des séances publiques du conseil territorial, des délibérations et actes du conseil exécutif, des budgets et des comptes de la collectivité, ainsi que des arrêtés du président du conseil territorial.

Chacun peut les publier sous sa responsabilité.

La communication des documents mentionnés au premier alinéa, qui peut être obtenue aussi bien du président du conseil territorial que des services déconcentrés de l’Etat, intervient dans les conditions prévues par l’article L. 311-9 du code des relations entre le public et l’administration.

Le présent article s’applique aux établissements publics administratifs de la collectivité.
