Article L6416-1 of the French Public Health Code

In public health establishments in Mayotte, the proportion of expenditure covered by compulsory health insurance schemes is financed by an annual allocation. The total amount of these allocations is included in the target defined in article L. 174-1-1 of the Social Security Code. Its amount and the total annual amount of authorised hospital expenditure are set by decision of the administrative authority on the basis of the health insurance expenditure target defined in the same article, the health needs of the population, the guidelines of the Mayotte health organisation plan and national or local priorities in terms of health policy, taking into account the activity and costs of the establishments. The amount of authorised hospital expenditure represents the proportion of hospital expenditure taken into account when setting the annual allocation and service charges. This amount is restrictive.

Dans les établissements publics de santé de Mayotte, la part des dépenses prises en charge par les régimes obligatoires d’assurance maladie est financée par une dotation annuelle. Le montant total de ces dotations est inclus dans l’objectif défini à l’article L. 174-1-1 du code de la sécurité sociale. Son montant ainsi que le montant total annuel des dépenses hospitalières autorisées sont fixés par décision de l’autorité administrative en fonction de l’objectif des dépenses d’assurance maladie défini au même article, des besoins de santé de la population, des orientations du schéma d’organisation sanitaire de Mayotte et des priorités nationales ou locales en matière de politique sanitaire en tenant compte de l’activité et des coûts des établissements. Le montant des dépenses hospitalières autorisées représente la part des dépenses des établissements prises en compte pour la fixation de la dotation annuelle et des tarifs de prestations. Ce montant a un caractère limitatif.
