Article L6471-3 of the French General Code of Local Authorities

The budget documents are accompanied by the following appendices:

1° Summary data on the financial situation of the local authority;

2° A list of assistance granted by the local authority to associations in the form of benefits in kind and subsidies;

3° A consolidated presentation of the results for the last known financial year of the local authority’s main budget and ancillary budgets;

4° A certified balance sheet for the last known financial year of any organisation in which the local authority holds a share of the capital, or for the benefit of which it has guaranteed a loan or paid a grant in excess of 75,000 euros or representing more than half of the budget of the said organisation;

5° A table showing the outstanding loans guaranteed by the local authority and the repayment schedule;

6° The accounts and notes produced by public service delegatees;

7° A table of property acquisitions and disposals carried out during the financial year.

The documents referred to in 1° shall be inserted in a local publication distributed in the local authority.

A decree in the Conseil d’Etat shall set the conditions for application of this article.

Article L6471-3

Les documents budgétaires sont assortis en annexe :

1° De données synthétiques sur la situation financière de la collectivité ;

2° De la liste des concours attribués par la collectivité aux associations sous forme de prestations en nature et de subventions ;

3° De la présentation consolidée des résultats afférents au dernier exercice connu du budget principal et des budgets annexes de la collectivité ;

4° Du bilan certifié conforme du dernier exercice connu de tout organisme dont la collectivité détient une part du capital, ou au bénéfice duquel elle a garanti un emprunt ou versé une subvention supérieurs à 75 000 euros ou représentant plus de la moitié du budget dudit organisme ;

5° D’un tableau retraçant l’encours des emprunts garantis par la collectivité ainsi que l’échéancier de leur amortissement ;

6° Des comptes et des annexes produits par les délégataires de service public ;

7° Du tableau des acquisitions et cessions immobilières réalisées pendant la durée de l’exercice.

Les documents visés au 1° font l’objet d’une insertion dans une publication locale diffusée dans la collectivité.

Un décret en Conseil d’Etat fixe les conditions d’application du présent article.
