From the 2020 financial year, a global autonomy grant is instituted for the benefit of French Polynesia, by deduction from State revenue, intended to compensate for the operating costs borne by this collectivity as part of the economic and structural conversion of French Polynesia that the State is supporting following the cessation of nuclear testing pursuant to the last paragraph of article 6-1 of organic law no. 2004-192 of 27 February 2004 on the autonomous status of French Polynesia.
The expenses mentioned in the first paragraph are determined by reference to the amount of the financial flows that resulted from the activity of the Pacific Experimentation Centre. These financial flows are made up, on the one hand, of the tax and customs revenues received by the territory of French Polynesia and, on the other hand, of the expenditure linked to the activity of the Pacific Experimentation Centre having an economic impact on the territory.
