Article L7323-1 of the French General Code of Local Authorities

The Congress of Elected Representatives meets at the request of the assembly of the territorial authority, on a specific agenda, by deliberation taken by a majority of the votes cast by the councillors at the assembly.

The president convenes the members of the Congress of Elected Representatives by notice sent at least ten clear days before the meeting. This notice shall be accompanied by a report on each of the items on the agenda.

The Congress of Elected Representatives may not meet when the assembly of the territorial authority is in session.

Le congrès des élus se réunit à la demande de l’assemblée de la collectivité territoriale, sur un ordre du jour déterminé, par délibération prise à la majorité des suffrages exprimés des conseillers à l’assemblée.

Le président réunit les membres du congrès des élus par convocation adressée au moins dix jours francs avant la réunion. Cette convocation est accompagnée d’un rapport sur chacun des points inscrits à l’ordre du jour.

Le congrès des élus ne peut se réunir lorsque l’assemblée de la collectivité territoriale tient séance.
