Article LO1112-2 of the French General Code of Local Authorities

The executive of a territorial authority alone may propose to the deliberative assembly of that authority that any draft act falling within the powers it exercises on behalf of the authority, with the exception of individual draft acts, be submitted to a local referendum.

L’exécutif d’une collectivité territoriale peut seul proposer à l’assemblée délibérante de cette collectivité de soumettre à référendum local tout projet d’acte relevant des attributions qu’il exerce au nom de la collectivité, à l’exception des projets d’acte individuel.
