Article LO1114-4 of the French General Code of Local Authorities

The Government shall submit to Parliament, for a given year, no later than 1 June of the second year following, a report showing, for each category of territorial authority, the share of own resources in total resources as well as the methods used to calculate it and its evolution.

If, for a category of territorial authorities, the share of own resources does not comply with the rules laid down in article LO 1114-3, the necessary provisions shall be adopted, at the latest, by a finance law for the second year following the year in which this observation was made.

Article LO1114-4

Le Gouvernement transmet au Parlement, pour une année donnée, au plus tard le 1er juin de la deuxième année qui suit, un rapport faisant apparaître, pour chaque catégorie de collectivités territoriales, la part des ressources propres dans l’ensemble des ressources ainsi que ses modalités de calcul et son évolution.

Si, pour une catégorie de collectivités territoriales, la part des ressources propres ne répond pas aux règles fixées à l’article LO 1114-3, les dispositions nécessaires sont arrêtées, au plus tard, par une loi de finances pour la deuxième année suivant celle où ce constat a été fait.
