Article LO3445-9 of the French General Code of Local Authorities

Under the conditions and subject to the reservations provided for in this chapter, the departmental councils of Guadeloupe and Mayotte may be empowered to lay down the rules applicable in the territory of their department in a limited number of matters that may fall within the scope of the law or regulations, subject to the provisions of the fourth and sixth paragraphs of Article 73 of the Constitution.

Dans les conditions et sous les réserves prévues au présent chapitre, les conseils départementaux de la Guadeloupe et de Mayotte peuvent être habilités à fixer les règles applicables sur le territoire de leur département dans un nombre limité de matières pouvant relever du domaine de la loi ou du règlement, sous réserve des dispositions des quatrième et sixième alinéas de l’article 73 de la Constitution.
