When the functioning of the Executive Council proves impossible, the Government may, on its own initiative or at the request of the President of the Territorial Council, pronounce its dissolution by reasoned decree issued in the Council of Ministers, after consulting the Territorial Council.
The dissolution decree sets the date of the elections, which shall take place within ten days. Parliament is notified of the decree. The Territorial Council is convened by the representative of the State to proceed with this election.
If there is an emergency, the Executive Council may be temporarily suspended by reasoned order of the minister responsible for overseas France. The duration of the suspension may not exceed one month.
In the event of dissolution or suspension of the Executive Council pursuant to this article, the President of the Territorial Council shall be responsible for conducting current business. His/her decisions shall only be enforceable with the agreement of the representative of the State.
