Nominations for the various posts on the Executive Council shall be lodged with the President within one hour of the election of the President of the Territorial Council. If, on expiry of this time limit, only one nomination has been lodged for each post to be filled, the appointments shall take effect immediately and shall be read out by the President.
Otherwise, the members of the Executive Council other than the President shall be elected by list ballot, by proportional representation with the highest average, without panachage or preferential vote.
Each territorial councillor or group of territorial councillors may submit a list of candidates within one hour of the expiry of the aforementioned deadline.
Seats are allocated to candidates according to the order of presentation on each list. If two or more lists have the same average for the allocation of the last seat, the seat goes to the list with the highest number of votes. In the event of a tie, the seat is awarded to the oldest candidate eligible to be declared elected. If the number of candidates on a list is less than the number of seats to which it is entitled, the seat or seats not filled shall be awarded to the next highest average or averages.
After the seats have been distributed, the Territorial Council assigns the elected members to each of the posts on the Executive Council by uninominal ballot under the same conditions as for the election of the President and determines the order of their appointment.
Members of the Executive Council other than the President are appointed for the same term as the President.
