The territorial council is assisted in an advisory capacity by an economic, social, cultural and environmental council.
The economic, social, cultural and environmental council is made up of representatives of professional groups, trade unions, bodies and associations that contribute to the economic, social or cultural life of Saint-Barthélemy. The Economic, Social, Cultural and Environmental Council also includes representatives of associations and foundations active in the field of environmental protection and qualified personalities chosen for their expertise in the field of the environment and sustainable development.
Each category of activity is represented on the Economic, Social, Cultural and Environmental Council by a number of councillors corresponding to the importance of that activity in the economic, social and cultural life of Saint-Barthélemy.
An order by the Minister for Overseas Territories draws up the list of bodies and activities in the local authority that are represented on the Economic, Social, Cultural and Environmental Council. This order also sets the number of representatives of these bodies and activities and the conditions for their appointment.
The members of the Economic, Social, Cultural and Environmental Council are appointed for five years. The council is renewed in its entirety.
Territorial councillors may not be members of the economic, social, cultural and environmental council.
