Subject to the provisions of Chapter III of this Title, the President of the Territorial Council is solely responsible for administration. He may, under his supervision and responsibility, delegate by decree part of his functions to the Vice-Presidents and, in the absence or impediment of the latter, to other members of the Executive Council. In the absence or impediment of the vice-presidents, he may delegate, under the same conditions, part of his duties to territorial councillors, provided that the members of the Executive Council hold a delegation. These delegations subsist until they are withdrawn.
Unless otherwise provided for in the deliberation delegating powers, the President of the Territorial Council may subdelegate, under the conditions provided for in the first paragraph, the powers entrusted to him by the Territorial Council pursuant to the provisions of this chapter.
The President of the Territorial Council is the head of the services of the collectivity. He may, under his supervision and responsibility, delegate his signature in all matters to the heads of the said departments.
