Article LO6321-15 of the French General Code of Local Authorities

The Territorial Council may not deliberate unless an absolute majority of its members in office are present.

However, if, on the day fixed by the notice convening the meeting, the Territorial Council does not meet in sufficient number to deliberate, the meeting is held ipso jure three days later and the deliberations are then valid regardless of the number of those present.

Subject to the provisions of articles LO 6322-1, LO 6322-6, LO 6325-4 and LO 6351-2, the decisions of the Territorial Council are taken by a majority of the votes cast.

Le conseil territorial ne peut délibérer si la majorité absolue de ses membres en exercice n’est présente.

Toutefois, si, au jour fixé par la convocation, le conseil territorial ne se réunit pas en nombre suffisant pour délibérer, la réunion se tient de plein droit trois jours plus tard et les délibérations sont alors valables quel que soit le nombre des présents.

Sous réserve des dispositions des articles LO 6322-1, LO 6322-6, LO 6325-4 et LO 6351-2, les délibérations du conseil territorial sont prises à la majorité des suffrages exprimés.
