Article LO6323-3 of the French General Code of Local Authorities

The Economic, Social and Cultural Council is consulted by the Territorial Council on the distribution and use of State appropriations intended for investments of interest to the local authority, on the preparation of the sustainable development and development plan for Saint-Martin, and on the general guidelines of the local authority’s draft budget.

The Economic, Social and Cultural Council gives its opinion on the results of their implementation.

It may also, on its own initiative, give its opinion on any draft or proposed deliberation in economic, social or cultural matters.

It may also be asked for its opinion by the representative of the State in economic, social or cultural matters.

Le conseil économique, social et culturel est consulté par le conseil territorial sur la répartition et l’utilisation des crédits de l’Etat destinés à des investissements intéressant la collectivité, sur la préparation du plan d’aménagement et de développement durable de Saint-Martin, ainsi que sur les orientations générales du projet de budget de la collectivité.

Le conseil économique, social et culturel donne son avis sur les résultats de leur mise en oeuvre.

Il peut également à son initiative donner son avis sur tout projet ou proposition de délibération en matière économique, sociale ou culturelle.

Il peut également être saisi pour avis par le représentant de l’Etat en matière économique, sociale ou culturelle.
