The territorial council determines the perimeter of each of the neighbourhoods making up the community.
Each of them has a neighbourhood council, the name, composition and operating procedures of which are determined by the territorial council.
The neighbourhood council is consulted by the president of the territorial council before any deliberation by the territorial council on:
1° The establishment, revision or amendment of the local town planning plan when the perimeter of the draft plan or the draft amendment or revision of the plan concerns, in whole or in part, the perimeter of the district;
2° A proposed development operation planned to be carried out, in whole or in part, within the perimeter of the neighbourhood;
3° The location and development programme for local facilities, defined as educational, social, cultural, sporting and local life information facilities that concern the neighbourhood.
The neighbourhood council has one month to give its opinion. This period is reduced to fifteen days in urgent cases, at the request of the president of the Executive Council. Once the time limit has expired, the opinion is deemed to have been given.
The neighbourhood council may be consulted by the president of the territorial council or by any member of the territorial council and may make proposals to him/her on any issue concerning the neighbourhood. The Executive Council may involve it in the development, implementation and evaluation of actions of interest to the neighbourhood, in particular those carried out under the city policy.
The neighbourhood council may also be consulted by the representative of the State on any matter falling within the latter’s remit.
The Territorial Council may allocate premises to the neighbourhood councils and allocate funds to them each year for their operation.
