I. – The members of the territorial council receive, for the effective exercise of their functions, an indemnity fixed by the territorial council by reference to the amount of the salary corresponding to the terminal gross index of the index scale of the State civil service.
The functional indemnity voted by the territorial council for the effective exercise of the functions of territorial councillor is at most equal to 50% of the reference term mentioned in the first paragraph.
The functional allowance voted by the territorial council for the actual exercise of the functions of president of the territorial council is at most equal to the reference term mentioned in the first paragraph increased by 45%.
The allowance for each of the vice-presidents of the territorial council is at most equal to the maximum allowance for a territorial councillor increased by 40%.
The functional allowance for each of the members of the executive council other than the president and vice-presidents is at most equal to the maximum allowance for a territorial councillor increased by 10%.
II. – The Territorial Council may, under conditions set by its internal regulations, reduce the amount of the allowances it allocates to its members according to their attendance at plenary sittings, meetings of committees of which they are members and meetings of bodies in which they represent the local authority, without this reduction exceeding, for each of them, half of the maximum allowance that may be allocated to him pursuant to this article.
III. – When the Territorial Council is renewed, the deliberation fixing the allowances of its members pursuant to this section shall take place within three months of its installation.
Any deliberation of the Territorial Council concerning the functional allowances of one or more of its members shall be accompanied by an appended table summarising all the allowances allocated to the members of the Territorial Council.
