I. – The Territorial Council may submit to a referendum any draft or proposed deliberation tending to regulate a matter within its competence, with the exception, on the one hand, of the opinions it is called upon to give on draft and proposed legislation and on draft ordinances, and, on the other hand, of the proposals it may adopt within the framework of Articles LO 6351-6, LO 6351-8 and LO 6351-9, LO 6351-12, LO 6351-14 and LO 6351-15.
II. – On a proposal from the Executive Council, the Territorial Council may submit to a referendum any draft regulatory act falling within the remit of the President of the Territorial Council or the Executive Council.
III. – Articles LO 1112-3, LO 1112-5 (first paragraph) and LO 1112-6 to LO 1112-14 are applicable to the collectivity of Saint-Martin.
The provisions of the electoral code mentioned in articles LO 1112-9 to LO 1112-13 of this code are applicable under the conditions laid down by the Chapter I of Title III of Book VI of the Electoral Code.
