Article LO6345-2 of the French General Code of Local Authorities

Agreements between the State and the local authority of Saint-Martin set out the terms and conditions under which State employees and services are made available, as required, to the local authority of Saint-Martin. These agreements provide in particular for the provision to the President of the Territorial Council of the decentralised services of the State for the preparation and execution of the deliberations of the Territorial Council as well as the conditions under which metropolitan public bodies and establishments contribute to local public services. Each year, the president of the territorial council communicates to the representative of the State his assessment of the operation of the arrangements put in place.

Des conventions entre l’Etat et la collectivité de Saint-Martin fixent les modalités selon lesquelles des agents et des services de l’Etat sont mis à la disposition, en tant que de besoin, de la collectivité de Saint-Martin. Ces conventions prévoient notamment la mise à disposition du président du conseil territorial des services déconcentrés de l’Etat pour la préparation et l’exécution des délibérations du conseil territorial ainsi que les conditions dans lesquelles des organismes et établissements publics métropolitains concourent aux services publics locaux. Le président du conseil territorial communique chaque année au représentant de l’Etat son appréciation sur le fonctionnement des dispositifs mis en place.
