Article LO6345-3 of the French General Code of Local Authorities

A joint consultation committee shall be set up to deal with any issue requiring coordination of the actions and decisions of the State, on the one hand, and the local authority of Saint-Martin, on the other. This committee is made up of an equal number of representatives of the State and representatives of the local authority of Saint-Martin. Half of the latter are appointed by the Executive Council and half by the elected groups represented on the Territorial Council. The rules governing the organisation and operation of this commission are specified by decree in the Conseil d’Etat.

This joint commission draws up a remedial plan for the renovation and construction of structuring facilities aimed at enabling economic and tourism development and assessing the respective financial commitments of the State and the local authority of Saint-Martin.

Il est créé une commission paritaire de concertation chargée de toute question dont le règlement requiert une coordination des actions et des décisions de l’Etat, d’une part, et de la collectivité de Saint-Martin, d’autre part. Cette commission est composée d’un nombre identique de représentants de l’Etat et de représentants de la collectivité de Saint-Martin. Ces derniers sont désignés pour moitié par le conseil exécutif et pour moitié par les groupes d’élus représentés au sein du conseil territorial. Les règles d’organisation et de fonctionnement de cette commission sont précisées par décret en Conseil d’Etat.

Cette commission paritaire élabore un plan de rattrapage sur la rénovation et la construction d’équipements structurants visant à permettre le développement économique et touristique et évaluant les engagements financiers respectifs de l’Etat et de la collectivité de Saint-Martin.
