Article LO6351-1 of the French General Code of Local Authorities

The Territorial Council settles the affairs of the collectivity by its deliberations.

It rules on all matters on which it is called upon to deliberate by laws and regulations and, generally, on all matters of interest to the collectivity that are referred to it.

It gives its opinion on all matters on which it is consulted by virtue of laws and regulations or of which it is referred to by the minister responsible for overseas France.

Le conseil territorial règle par ses délibérations les affaires de la collectivité.

Il statue sur tous les objets sur lesquels il est appelé à délibérer par les lois et règlements et, généralement, sur tous les objets intéressant la collectivité dont il est saisi.

Il donne son avis sur tous les objets sur lesquels il est consulté en vertu des lois et règlements ou dont il est saisi par le ministre chargé de l’outre-mer.
