Article LO6461-1 of the French General Code of Local Authorities

The Territorial Council shall, by its deliberations, regulate the affairs of the collectivity.

It shall decide on all matters on which it is called upon to deliberate by laws and regulations and, generally, on all matters of interest to the collectivity which are referred to it.

It shall give its opinion on all matters on which it is consulted by virtue of laws and regulations or which are referred to it by ministers, on proposed changes to the territorial boundaries of communes and on the designation of their chief town.

Le conseil territorial règle par ses délibérations les affaires de la collectivité.

Il statue sur tous les objets sur lesquels il est appelé à délibérer par les lois et règlements et, généralement, sur tous les objets intéressant la collectivité dont il est saisi.

Il donne son avis sur tous les objets sur lesquels il est consulté en vertu des lois et règlements ou dont il est saisi par les ministres, sur les changements proposés aux limites territoriales des communes et sur la désignation de leur chef-lieu.
