Article LO6461-2 of the French General Code of Local Authorities

The Territorial Council shall lay down the rules applicable to Saint-Pierre-et-Miquelon in the matters listed in II of Article LO 6414-1.

However, the State remains competent to lay down, in the matters mentioned above, the rules relating to the investigation, recording and punishment of offences, without prejudice to article LO 6461-4.

Le conseil territorial fixe les règles applicables à Saint-Pierre-et-Miquelon dans les matières énumérées au II de l’article LO 6414-1.

Toutefois, l’Etat demeure compétent pour fixer, dans les matières mentionnées ci-dessus, les règles relatives à la recherche, à la constatation et à la répression des infractions, sans préjudice de l’article LO 6461-4.
