Article LO7312-1 of the French General Code of Local Authorities

Under the conditions and subject to the reservations provided for in this Title, the Assemblies of French Guiana and Martinique may be empowered to lay down the rules applicable in the territory of their collectivity in a limited number of matters that may fall within the scope of the law or regulation, subject to the provisions of the fourth and sixth paragraphs of article 73 of the Constitution.

Dans les conditions et sous les réserves prévues au présent titre, les assemblées de Guyane et de Martinique peuvent être habilitées à fixer les règles applicables sur le territoire de leur collectivité dans un nombre limité de matières pouvant relever du domaine de la loi ou du règlement, sous réserve des dispositions des quatrième et sixième alinéas de l’article 73 de la Constitution.
