Article R1116-3 of the French General Code of Local Authorities

The period referred to in the second paragraph of Article L. 1116-1 at the end of which the silence kept by the representative of the State is deemed to be the absence of a formal position runs from the date of receipt of the application or, where applicable, from the date of receipt of the additional information requested.

Le délai mentionné au deuxième alinéa de l’article L. 1116-1 au terme duquel le silence gardé par le représentant de l’Etat vaut absence de position formelle court à compter de la date de réception de la demande ou, le cas échéant, à compter de la date de réception des éléments complémentaires demandés.
