Article R1142-49 of the French Public Health Code

The Board meets at least twice a year and is convened by its Chairman. The Board may be convened as of right at the request of at least one third of its members.

If, in the context of compensation for the damage referred to in article L. 3131-4, an emergency so requires, the Minister for Health may request an exceptional meeting of the Policy Board, which shall be held within a period of not less than eight days from the date of the request;

The Chairman sets the agenda, which must include items that have been requested by at least one third of the members of the Council.

The Board may only deliberate if at least half of the members in office are present, excluding the Chairman. If this is not the case, a new meeting is held, without a quorum being required, at the end of a period of fifteen days.

The Director of the Office attends meetings of the Board, without the right to vote, and may be assisted by any person of his choice.

The Board’s decisions are adopted by a majority of the members present. In the event of a tie, the Chairman has the casting vote.

Le conseil se réunit au moins deux fois par an sur convocation de son président. La convocation du conseil est de droit, lorsqu’elle est demandée par un tiers au moins des membres dudit conseil.

Si, dans le cadre de l’indemnisation des dommages mentionnés à l’article L. 3131-4, l’urgence le requiert, le ministre chargé de la santé peut demander une réunion exceptionnelle du conseil d’orientation, qui se tient dans un délai qui ne peut être inférieur à huit jours à compter de la demande ;

Le président fixe l’ordre du jour où figurent obligatoirement les points ayant fait l’objet d’une demande formulée par un tiers au moins des membres du conseil.

Il ne peut délibérer que si la moitié au moins des membres en exercice sont présents, non compris le président. Dans le cas contraire, une nouvelle séance se tient, sans obligation de quorum, au terme d’un délai de quinze jours.

Le directeur de l’office participe aux réunions du conseil, sans voix délibérative, et peut en outre se faire assister de toute personne de son choix.

Les orientations du conseil sont adoptées à la majorité des membres présents. En cas de partage égal des voix, la voix du président est prépondérante.

Les modalités de fonctionnement du conseil d’orientation sont fixées par son règlement intérieur.
