The Chairman of the National Council or a Vice-Chairman sends requests for assessment to the relevant government departments. The latter have three months from receipt of the request to communicate the result of their analysis to the Chairman of the National Council.
For each request for assessment, the Chairman of the National Council appoints a rapporteur from among the members representing local and regional authorities and public inter-municipal cooperation bodies with their own tax status. The rapporteur prepares the draft assessment opinion on which the National Council deliberates.
