Article R1221-23 of the French General Code of Local Authorities

The Orientation Council attached to the National Council is made up of nine members appointed by order of the Minister responsible for local and regional authorities, as follows:

1° Three local elected representatives who are members of the national council for the training of local elected representatives in accordance with 1° of article R. 1221-1;

> Three representatives of training organisations for local elected representatives in accordance with 1° of article R. 1221-1
2° Three representatives of accredited training bodies;

> Three prominent figures, namely
3° Three leading figures, namely:

> a) One leading figure who is a member of the national council of training organisations
a) One person who is a member of the national council for the training of local elected representatives in accordance with 2° of article R. 1221-1;

> b) Two qualified persons, one of whom is a member of the national council for the training of local elected representatives in accordance with 2° of article R. 1221-1
b) Two qualified personalities, one of whom is appointed from among the elected representatives of the local authorities of Articles 73 and 74 of the Constitution or of New Caledonia;

The members mentioned in 1° and a of 3° are appointed by the National Council for the Training of Local Elected Officials by a majority of all its members present or duly represented at its inaugural meeting.

The duties of the chairman of the National Council are as follows
The office of Chairman of the National Council is incompatible with the office of member of the Policy Council.

Article R1221-23

Le conseil d’orientation placé auprès du conseil national est composé de neuf membres nommés par arrêté du ministre chargé des collectivités territoriales, selon la répartition suivante :

1° Trois élus locaux membres du conseil national de la formation des élus locaux au titre du 1° de l’article R. 1221-1 ;

2° Trois représentants des organismes de formation titulaires d’un agrément ;

3° Trois personnalités, à savoir :

a) Une personnalité membre du conseil national de la formation des élus locaux au titre du 2° de l’article R. 1221-1 ;

b) Deux personnalités qualifiées, dont une désignée parmi les élus des collectivités des articles 73 et 74 de la Constitution ou de la Nouvelle-Calédonie.

Les membres mentionnés au 1° et au a du 3° sont désignés par le conseil national de la formation des élus locaux à la majorité de l’ensemble de ses membres présents ou régulièrement représentés lors de sa séance d’installation.

Les fonctions de président du conseil national sont incompatibles avec le mandat de membre du conseil d’orientation.
