I.-Under article R. 3114-9, II, 2°, the mayor, as part of his responsibilities for health and hygiene, acts to prevent the establishment and development of insect vectors within his municipality.
II – To this end, they may :
1° Inform the population about the necessary preventive measures and set up public awareness campaigns, where appropriate in conjunction with the Prefect;
2° For the application of the provisions of article L. 2213-30 of the General Code for Local Authorities, set up a programme in urban areas to identify, treat and monitor public sites likely to facilitate the development of vector insects;
3° Include a section on vector control in the municipal emergency plan in the event of an epidemic of a vector-borne disease, in accordance with the departmental ORSEC plan.
III -The mayor prescribes, under the conditions set out in article L. 2213-31 of the General Local Authorities Code, to the owners of built or unbuilt land mentioned in the same article, the measures required to combat the unhealthy conditions caused by the development of vector insects in urbanised areas.
IV – To carry out these tasks, the mayor may appoint a technical advisor to oversee and participate in their implementation. At the request of the prefect or the regional health agency, the mayor will forward his contact details to the prefect, who will forward them to the regional health agency if necessary.
V.-He shall inform the Prefect without delay of any unusual detection of insects vectors of disease within the territory of his municipality.
He informs the Prefect of the action taken in accordance with the procedures established with him.
