The Agence nationale de sécurité sanitaire de l’alimentation, de l’environnement et du travail is responsible for implementing the toxicovigilance system. It defines the guidelines, coordinates the actions of the various parties involved and participates in the scientific evaluation of the information collected. To this end:
1° It defines the operating procedures of the national toxicovigilance system as well as the missions and evaluation procedures of the organisations responsible for toxicovigilance;
2° It ensures that the systems for collecting and transmitting the information required for toxicovigilance are implemented in conjunction with the regional health agencies and defines the strategic guidelines for the information system referred to in article R. 1340-6 ;
3° It organises and coordinates the collection, communication and analysis of data and expertise in the field of toxic risks, in liaison with the Agence nationale de santé publique, the Agence nationale de sécurité du médicament et des produits de santé and the regional health agencies;
4° It analyses the risks to the public and makes any recommendations necessary to prevent toxic risks;
5° In the event of a threat to public health, it alerts the Minister for Health and recommends any appropriate measure or action to prevent the occurrence or mitigate the impact of this threat and, within the scope of their respective missions, the National Public Health Agency and the National Agency for the Safety of Medicines and Health Products;
6° It responds to any request from the health authorities regarding toxic risks, particularly in an emergency.
In carrying out its role of coordinating the vigilance activities of the bodies responsible for toxicovigilance, the Agence nationale de sécurité sanitaire de l’alimentation, de l’environnement et du travail relies on a strategic committee attached to it, which includes the players mentioned in 1° to 5° and 7° of Article R. 1340-1, and which it chairs and acts as secretary to. The composition of this committee is specified by order of the Minister for Health.
