The following are members of the Payment Security Observatory:
1° A Member of Parliament and a Senator ;
2° Eight representatives of the administrations concerned:
a) One representative of the General Secretariat for Defence and National Security ;
b) Two representatives of the Minister for the Economy; and
c) One representative of the Minister of Justice;
d) Two representatives of the Minister of the Interior;
e) A representative of the Minister for Consumer Affairs;
f) A representative of the Minister for Industry;
3° The Governor of the Banque de France or his representative;
4° The Secretary General of the Autorité de contrôle prudentiel et de résolution or his representative;
5° A representative of the Commission Nationale de l’Informatique et des Libertés;
6° Fourteen representatives of issuers of means of payment and operators of payment systems;
7° Five representatives of the consumer college of the Conseil National de la Consommation;
8° Eight representatives of professional organisations of retailers and businesses in the fields of retailing, mass distribution, distance selling and e-commerce;
9° Two people chosen for their expertise.
Each member has one vote. The members of the Payment Security Observatory other than those mentioned in 3°, 4° and 5° are appointed by order of the Minister for the Economy, in accordance with the following procedures for those mentioned in 1°, 2°, 6°, 7° and 8° :
– on nomination by their respective Assembly for Members of Parliament ;
– on the recommendation of the Minister to whom they report, in the case of State representatives;
– on the recommendation of the Governor of the Banque de France for representatives of issuers;
– on the recommendation of the “consumers” college of the Conseil national de la consommation, for consumer representatives;
– on a proposal from CCI France or trade and business organisations, referred by the Minister for the Economy, for representatives of retailers and businesses.
Representatives of parliamentary assemblies sit on the Observatory until the end of their term of office as a member of parliament; their term of office as a member of the Observatory is renewable if their term of office as a member of parliament is renewed. The other members of the Observatory, with the exception of those representing the State, the Governor of the Banque de France and the Secretary General of the Autorité de contrôle prudentiel et de résolution, are appointed for a renewable term of three years. If a member’s seat on the Observatory falls vacant for any reason, he or she is replaced for the remainder of the term.
