Article R15-26-1 of the French Code of Criminal Procedure

The automated road traffic offence recording centre constitutes a joint service within which the officers and agents of the judicial police of the national police and gendarmerie carry out their usual duties and whose jurisdiction extends to the whole of the national territory for offences recorded in accordance with the procedures mentioned in the first paragraph of Article L. 130-9 of the Highway Code. Its creation is decided by a decree which specifies its location.

Le centre automatisé de constatation des infractions routières constitue un service commun au sein duquel les officiers et agents de police judiciaire de la police et de la gendarmerie nationales exercent leurs fonctions habituelles et dont la compétence s’étend à l’ensemble du territoire national pour les infractions constatées selon les modalités mentionnées au premier alinéa de l’article L. 130-9 du code de la route. Sa création est décidée par un décret qui précise son lieu d’implantation.
