Article R1614-65 of the French General Code of Local Authorities

The right to compensation allocated, in respect of the transfer of responsibility for school transport, to the départements and to the authorities responsible for the organisation of urban transport and the rules applicable to the distribution and payment of the corresponding appropriations are defined by this sub-section.
