The authorisation referred to in 2° of I of article 15-4 may only be issued to the agent benefiting from the authorisation referred to in the second paragraph of I of the same article.
It shall be issued in writing by a line manager of a sufficient level as referred to in the second paragraph of I of article 15-4.
In the event of an emergency, it may be issued by any means by such a manager or by his representative as part of the department’s on-call duty. It must be confirmed in writing by such a line manager on the first working day following its issue.
Without prejudice to the provisions of articles R. 2-22 to R. 2-24, this authorisation is valid until a judicial decision putting an end to the proceedings has become final.
