In order to support children with neurodevelopmental disorders and make a diagnosis, the structures designated by order of the Director General of the Regional Health Agency will enter into an agreement with other establishments or services mentioned in the second paragraph of Article L. 2135-1. The purpose of this agreement is to organise the assessment and early intervention pathway for neurodevelopmental disorders and to set up a coordination and referral platform.
The health insurance covers the costs of the programmes mentioned in article L. 2135-1 prescribed for children under the age of twelve and for which the prescription has been validated by a doctor practising in the structure designated by the Director General of the Regional Health Agency or in a structure linked to it by the agreement mentioned in the previous paragraph.
The validation specifies whether the assessments and early interventions are carried out within a structure of the platform or, failing that, by one or more professionals practising outside these structures; in the latter case, the validation specifies the services included in the pathway.
The doctor may refuse to validate the prescription when the implementation of the decisions of the commission provided for in article L. 241-5 of the Code de l’Action Sociale et des Familles provides care equivalent to the pathway provided for in article L. 2135-1 of this Code, or if there is no significant difference in the child’s acquisition or development. In the latter case, the designated structure will contact the doctor who wrote the prescription and organise a new clinical examination with him/her.
