Article R221-61 of the French Monetary and Financial Code

To be authorised to open people’s savings passbook accounts, institutions authorised to receive deposits from the public must enter into an authorisation agreement with the Caisse des dépôts et consignations, acting both in its own name and on behalf of the State, in accordance with the standard agreements approved by the Minister for the Economy.

Pour être autorisés à ouvrir des comptes sur livret d’épargne populaire, les établissements habilités à recevoir des dépôts du public doivent conclure avec la Caisse des dépôts et consignations, agissant tant en son nom propre que pour le compte de l’Etat, une convention d’habilitation conforme aux conventions types approuvées par le ministre chargé de l’économie.
