Article R2421-5 of the French Labour Code

The Labour Inspector’s decision shall state the reasons on which it is based.
It is notified by registered letter with acknowledgement of receipt:
1° To the employer;
2° To the employee;
3° To the trade union organisation concerned in the case of a trade union delegate.

La décision de l’inspecteur du travail est motivée.
Elle est notifiée par lettre recommandée avec avis de réception :
1° A l’employeur ;
2° Au salarié ;
3° A l’organisation syndicale intéressée lorsqu’il s’agit d’un délégué syndical.
