Article R2522-6 of the French Labour Code

Where sections with departmental or interdepartmental jurisdiction exist, the regional section of the regional commission retains jurisdiction over collective disputes arising within its constituency.
The departmental or interdepartmental sections are competent for disputes arising within their jurisdiction.
Notwithstanding the provisions of the first and second paragraphs, the dispute may be referred to the regional section by decision of the regional prefect, either on the proposal of the regional director of companies, competition, consumption, labour and employment, or at the request of the parties or one of them.

Lorsque des sections à compétence départementale ou interdépartementale existent, la section régionale de la commission régionale reste compétente pour connaître des conflits collectifs survenant dans sa circonscription.
Les sections départementales ou interdépartementales sont compétentes pour les conflits survenant à l’intérieur de leur ressort.
Par dérogation aux dispositions des premier et deuxième alinéas, le conflit peut être porté devant la section régionale par décision du préfet de région, soit sur la proposition du directeur régional des entreprises, de la concurrence, de la consommation, du travail et de l’emploi, soit à la demande des parties ou de l’une d’elles.
