Article R3115-47 of the French Public Health Code

The captain of an aircraft shall, through the air carrier or air traffic control, inform the operator of the airport of arrival of the presence of a risk to public health on board as soon as he is aware of it. He shall record these elements in the part of the general aircraft declaration relating to health matters, in accordance with the model provided by the World Health Organisation, and shall forward it without delay to the competent medical service.

The pilot-in-command shall also provide the medical service with the information it is able to provide on the state of health of the passengers on board the aircraft and, where appropriate, on the health measures taken.

The medical service shall immediately forward to the Director General of the Regional Health Agency any information relating to an event meeting the criteria defined in Article R. 3115-68 and shall forward to him without delay the part of the general aircraft declaration relating to health matters. When the airport of arrival is a military aerodrome, this transmission is carried out by the armed forces medical service.

The medical service shall inform the pilot-in-command of the procedures for dealing with a patient who may present a risk to public health, after consultation with the Director General of the regional health agency in the cases provided for in the third paragraph of this article.

Le commandant de bord d’un aéronef avertit, par l’intermédiaire du transporteur aérien ou du contrôle aérien, l’exploitant de l’aéroport d’arrivée de la présence d’un risque pour la santé publique à bord dès qu’il en a connaissance. Il consigne ces éléments dans la partie de la déclaration générale d’aéronef relative aux questions sanitaires, selon le modèle fourni par l’Organisation mondiale de la santé et la transmet sans délai au service médical compétent.

Le commandant de bord fournit également au service médical les renseignements qu’il est en mesure de délivrer sur l’état de santé des voyageurs à bord de l’aéronef et, le cas échéant, sur les mesures sanitaires qui ont été prises.

Le service médical transmet immédiatement au directeur général de l’agence régionale de santé toute information relative à un événement répondant aux critères définis à l’article R. 3115-68 et lui transmet sans délai la partie de la déclaration générale d’aéronef relative aux questions sanitaires. Lorsque l’aéroport d’arrivée est un aérodrome militaire, cette transmission est réalisée par le service de santé des armées.

Le service médical informe le commandant de bord des modalités de prise en charge d’un patient pouvant présenter un risque pour la santé publique, après concertation avec le directeur général de l’agence régionale de santé dans les cas prévus au troisième alinéa du présent article.
