Article R312-11 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The revocation of the visa is decided by the prefect of the département where the foreigner holding the visa is staying, or by the prefect of the département where the foreigner’s situation is monitored. The prefect who has pronounced the revocation shall, in the case of a short-stay visa, notify the Minister of Foreign Affairs without delay, and, in the case of a long-stay visa, the authority which issued the visa.

L’abrogation du visa est décidée par le préfet du département où séjourne l’étranger qui en est titulaire, ou par le préfet du département où la situation de cet étranger est contrôlée. Le préfet qui a prononcé l’abrogation en avertit sans délai, dans le cas d’un visa de court séjour, le ministre des affaires étrangères, et, dans le cas d’un visa de long séjour, l’autorité qui a délivré ce visa.
