Article R312-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Application for a visa for a stay of more than three months gives rise to the issue by the diplomatic and consular authorities of a certificate of application indicating the date on which the application was lodged.
The diplomatic and consular authorities are required to rule on long-stay visa applications made by spouses of French nationals and students as soon as possible.

La demande d’un visa pour un séjour d’une durée supérieure à trois mois donne lieu à la délivrance par les autorités diplomatiques et consulaires d’une attestation de demande indiquant la date du dépôt de la demande.
Les autorités diplomatiques et consulaires sont tenues de statuer sur les demandes de visa de long séjour formées par les conjoints de Français et les étudiants dans les meilleurs délais.
