The conceding authority may limit the number of candidates admitted to submit a tender. In this case, it sets, in the consultation documents, a minimum number of candidates admitted to submit a bid and, where appropriate, a maximum number. The number of candidates admitted to submit a bid must guarantee effective competition.

L’autorité concédante peut limiter le nombre de candidats admis à présenter une offre. Dans ce cas, elle fixe, dans les documents de la consultation, un nombre minimum de candidats admis à présenter une offre et, le cas échéant, un nombre maximum. Le nombre de candidats admis à présenter une offre doit garantir une concurrence effective.
