Article R3125-1 of the French Public procurement code

The conceding authority shall immediately notify each candidate or tenderer concerned of its decision to reject their application or tender.
This notification shall specify the reasons for the rejection and, in the case of tenderers, the name(s) of the successful tenderer(s) as well as the reasons which led to the choice of the tender. It shall include an indication of the length of the standstill period that the conceding authority imposes on itself, having regard in particular to the method of transmission chosen.

L’autorité concédante notifie sans délai à chaque candidat ou soumissionnaire concerné sa décision de rejeter sa candidature ou son offre.
Cette notification précise les motifs de ce rejet et, pour les soumissionnaires, le nom du ou des attributaires ainsi que les motifs qui ont conduit au choix de l’offre. Elle comporte l’indication de la durée du délai de suspension que l’autorité concédante s’impose, eu égard notamment au mode de transmission retenu.
